Odisha Adarsha Vidyalaya ( Odisha Model School) – A Disaster
in the State
(Exposed under RTI)
·
Neither KV pattern is followed nor quality education provided.
·
35% of post of teaching and non-teaching staff lies
vacant.
·
83% of the schools do not have Principal, key person per
effective management of the school.
·
Despite
concurrence of Finance Dept. Smt.
Usha Padhi, the then Secretary, Dept. of
School and Mass Education reduced
sanctioned regular Computer
teacher to Contractual Computer Teacher
which is great betrayal to
the Computer teachers.
·
Despite
their several grievances,
Odisha bureaucracy is still
adamant in their decision
to keep computer teacher
permanently contractual , ignoring
concurrence of Finance Department.
This is very dangerous
trend in Odisha bureaucracy under Nabin Patnaik Govt. who hardly knows
policy matters for
which lakhs of people of
Odisha are suffering
since 19 years.
Background
The basic
objective behind creation of Model School ( Adarsha Vidyalaya
) , as claimed by Govt. of Odisha is for
promotion of excellence in education
upto secondary and Higher
Secondary stage. The purpose is to create opportunities for students in
hinterland to receive education of high quality
and to create vocational training
to the students along with their normal
course of studies so as to make them skilled enough to create an environment of self-sufficiency and on the whole acquainting
with the pace of life. No doubt,
it will create human capital for future days with a positive effect on the society as well as on the economy both
in micro and macro level. It
is a programme under Centrally
Sponsored Plan ( CSP) where as per
the principle the
Govt. of India agree reimbursement
of 75% total expenditure under
plan Budget .
To
execute this scheme, State Govt.
formed Odisha Model School Education Society and Odisha
Adarsha Vidyalaya Sangathan for
effective management of Model School.
These Model Schools
will be CBSE affiliated
and replica of Kendriya Vidyalaya (KV). Accordingly, the State Govt. followed staffing pattern of KV , Each school will have 12 no. of teaching and 4 no. of non-teaching posts so
as to fit in to the curriculum.
Model Schools with CBSE
affiliation started from the
year 2016-17.
Now
3 years is almost over
since functioning of Model
School in Odisha. In order to have knowledge about
functioning and management of
these Model schools in
Educationally backward Blocks, RTI
Application was filed to the
Department of School and Mass
education, Odisha Adarsha Vidyalaya
Sangathan ( OAVS), Finance Department,
Govt. of Odisha. In the absence of complete
information , the following analysis has been
made on the availability of the
information provided by the
PIOs dated 6.3.19 ( OAVS), 19.2.19 (
Finance Dept.), 2.3.19 ( S&ME Dept.)
1.
190 Odisha
Adarsha Vidyalayas (OAV) have been made
operational in the academic session 2016-17, 2017-18, 2018-19. Out of these 190
OAVs, 3 OAVs are functioning
in the nearby Government schools
and 01 OAV is functioning
in the nearby college.
2.
The building and
other infrastructure of OAVs
are being constructed by Rural Development Department
and Public Works Department . TATA Steel
Limited is constructing
30 OAV buildings under CSR out of its
own fund . Odisha Mining
Corporation is providing
funds for construction of 25
OAV buildings under CSR.
These buildings are being constructed
by Rural Development Department.

On query about
availability of teaching and non-teaching staff for Odisha Model
Schools, the PIO, OAVS has provided that
as per norm fixed
by Department of School and Mass
education following KV Model for
staff pattern, each Model School will have 12 nos. of teaching
and 4 nos. of non-teaching posts
so as to fit in to the curriculum. the
following is the details of
post created and vacancy
still continuing in Model schools across the state.

4.Computer
Teachers- Worst Sufferer due to bureaucratic conspiracy
As model
School will be replica
of KV Schools, Each school
will have 12 no. of teaching and 4 nos. of non-teaching post. The
Concurrence of Finance
Department was granted for
appointment of 12 teachers on
regular basis and one Junior Clerk-cum accountant and 3 peons
on contractual basis to be outsources.
Like other teaching staff, the post of
Computer teacher will be regular with monthly salary of Rs. 30163.00 ( Grade Pay 2200 ). Due
to bureaucratic conspiracy,
the Computer teachers are
reduced to contractual staff
in 2015. Smt. Usha Padhi, the then Secretary, Dept. of School and Mass education played notorious
role by changing concurrence
of Finance Dept for regular
Computer teacher to contractual computer teacher. In the meeting of Steering Committee of Model
schools held on 23.2.15 under chairmanship of Smt. Usha Padhi , it was decided
that the post of Computer
teachers will be on contractual
basis with remuneration
of Rs. 13500.00 instead of regular
post. Though these computer teachers
were selected through process of rigorous interview which was
followed in the case of interview
of other teaching staff, their post was kept
contractual. The concurrence of
Finance Dept. was simply overruled
by Smt. Usha Padhi which is
extreme arbitrariness. RTI revealed
that despite several
grievances presented by Computer teachers for
regularization of services as per decision of Finance Dept., the officers
of Dept. School and Mass Education have kept it in cold storage.

On the query about Budget
provision for the OAV,

Only 52% of fund sanctioned to Model Schools have been
utilized .
6.On
query about details of facilities provided to the students, the PIO has
mentioned that the
children are provided hostels, MDM, Uniform, books , Bi-cycle. But
from field query , it was observed that the
children are not
provided hostel facility in
most of the school
till yet. Only SC and ST
children are provided
hostel facility in few
schools availing it from SC and ST Department. Though assurance was given,
the children are not
provided transport facility.

ReplyDeleteAll information is correct still the topic needs a change that Odisha Adarsha Vidyalaya is not a disaster for the state... it's now in infant stage... even Navodaya Vidyalaya samiti took 11 years to b fully fledged.... comparing to that our OAV is much ahead in its progress.... computer teacher must b regular ...m also agree..
