Denial of Information about Hockey World Cup by Govt. of Odisha


5 months passed, No information about Hockey World Cup provided by State Govt.
Huge corruption, Irregularities and Mismanagement of fund for Hockey Cup game is noticed which is covered  up by Odisha  bureaucracy

Transparent Govt claimed  by Nabin Patnaik, Chief Minister, Odisha  is big  hoax, false and sheer deception.

·   OMC  has sanctioned  Rs. 39 crore  to Hockey  India  on recommendation of Secretary-cum-Commissioner, Dept. of Sports and Youth Services. It is presumed  that  Film actors  have been paid  by  Hockey  India  from this  fund.
·   BDA, BMC  and  many  organizations  have been sanctioned   crores of rupees by OMC  for organizing different event during Hockey World Cup.
·   Dept. of  Sports  and Youth Services  have  not  supplied  any major  information about  Hockey World Cup, though 5 months  passed.  On 6.2.19., The PIO  has just  supplied  that  total amount of Rs. 82.50 crore has been budgeted  for  Hockey World Cup. Out of  budgeted  amount,  Rs. 5,02,89,559.00  has  been given as  advance  to different organisations. Copy of TOR  signed  with  these  organisations  for  different  work  is kept  secret.  The Dept. is silent  about  utilization of total  fund  due  to  huge misutilisation  and  corruption.

In 2005, RTI Act was enacted to enforce   transparency and accountability in the administration and contain corruption. Since last 13 years, RTI has proved effective tool to fight out corruption in the country.  Chief Minister Nabin  Patnaik  claims his Govt. as most transparent  Govt. and has introduced 3T  and PEETHA yojana  to  enforce  transparency  in the implementation of  Govt. programme .

In 2018, State Government organized Hockey World Cup in Bhubaneswar with much fanfare taking a lot of credit for organizing such mega event in Bhubaneswar. RTI Application was   filed to different offices  mostly Department of Sports and Youth Services, Govt. of Odisha , a nodal department for organizing Hockey World Cup to understand  details of budget, expenses, events organized and correspondence made with Hockey event, contribution made by  corporate  houses  and others, details of fees  paid  to singers etc.  Though 5 months passed, the Department of Sports and Youth services, Govt. of Odisha , nodal  Department  for Hockey event   has not provided  information to all  information seekers.

On 9.12.18., the PIO , Dept. of GA  transferred my application to the PIO, Dept. of Sports and Youth services  to supply the  information. But  the PIO, Dept. of S&YS did not supply any    information .  
The PIO  transferred  RTI Application to the PIO, Dept. of Sports and Youth services . Finding non-response of PIO, First Appeal was filed on 11.1.19.  The FAA disposed the case with direction to supply the information.  But no information supplied.  Second Appeal was filed to Odisha Information Commission.

Fund sanctioned for  World Hockey Cup   by  department and Bhubaneswar Municipal  Corporation 
The PIO , Housing and UD  transferred my application to the PIO, of  BMC to supply  information. On 22.12.18, the PIO of Engineering Branch , BMC Division-1  replied  that the  fund has not  been spent  but proposed  for the  following way
a.Mural Art - Rs 3crore
b. e-Toilet- 5.76 crore
c. water ATM- 42.98 lakh
d. Project  for public toilet- Rs. 1.20 lakhs 
The information supplied by the PIO  was found incomplete  and major information was kept secret. Then on 14.1.19, I made first appeal  to the FAA of BMC  to hear  the case  and direct the PIO to supply  the complete information. The FAA heard  the case  and directed  PIO of Engineering Branch , BMC Division-II  to supply  the  information. Despite  direction of FAA, the PIO  has not supplied the  information.

Big Lie of officials of Finance Dept. on Disbursement of Money to Chit Fund Depositors exposed


              False information about Disbursement of money to Chit Fund depositors  disseminated by  officials of Finance Department, Govt. of Odisha, exposed under RTI.
·                  It proves  how Odisha bureaucracy still suffers from colonial hang-over and maintain colonial secrecy.
·                  Transparent Govt. claimed  by Chief Minister is big hoax.

 Dear friends

A few months   back, a news was  covered  by media   that  the State  Govt. has started disbursing  money  to Chit Fund depositors whose  money  was looted by   Chit  Fund Companies. It  is 40,000 crore  Chit  Fund scam  engineered  by Nabin Patnaik  Govt. This is one of major  scams  ever  history of Odisha witnessed.

Having  gone through  the news,  RTI Application was  submitted   to  Department  of Home  and Finance Department, Govt. of Odisha seeking  the  following  information by Dec.2018.

·   Information about total no. of Chit fund depositors identified by the Govt.  in the state  ( district-wise) .
·   List of Chit fund depositors who have been returned back money By the Govt.  as per the following format

·         Details of property of different  chit fund  companies  has been auctioned   and total money  received by Govt. From auction .

A.      The RTI Application submitted  to  the PIO , Department of Home on 4.1.19  was transferred  to Dept. of  Finance  to  provide  information. On 24.1.19, the PIO, Department of Finance  has responded  that  “ as the  information sought for  are  related to  the matters  pending  before  hon’ble  Commission  of Inquiry, Hon’ble Designated  Court, CBI  and CID-CB , Odisha , supply of the same is prohibited  under the law.”

B.     Then, on 7.2.2019,  I made  first appeal  to the First Appellate Authority ( FAA)  , Dept. of Finance  to  provide me the information. On 27.3.19, the FAA heard the case  and passed  the order. In his  order, the FAA has mentioned that “ in the case of Rose Valley Group of Companies, the Hon’ble Designated Court  has ordered refund  of attached properties to Small Depositors only. The Hon’ble Court  has ordered to file an action taken report after disbursement is complete. Disbursement is going on in the  field  and no report regarding  action taken  has been  received”.

C.  This is sleeping statement  of FAA  to keep  information secret.   I have  sought  information about details of source from which  money  is disbursed  to Chit fund Depositors and total  money    disbursed  to chit fund depositors by the Govt. It  means  how much money  has been sanctioned  by the Dept.  and  source  of  money and details of disbursement.  The FAA remained  silence over it.

D.   To verify the authenticity  of  information published  in news papers and  Finance Department, RTI Application was submitted  to office of ADM of 10 districts to  get  the  information about  details fund sanctioned by State  Govt. and money  disbursed  to depositors  and name of  depositors  whom money  disbursed.

E.  The reply  of many PIOs  of  different offices  of ADM opened pandora’s Box. It  exposed lie  of Finance Dept. On 25.2.19., the PIO, office of Collector, Deograh  provided  copy  of letter No. 11943/ FIN-DIP-CORFUND-0002/2018 dt. 2.4.18 issued by Finance Department, Govt. of Odisha. The letter  containing Annexture-1 under subject head ( Allotment of Funds from Corpus Fund)  shows  total amount of Rs. 3,05,21,070.00 has been sanctioned   to 30  districts to disburse money to Chit Fund depositors. The Finance Department has also issued guideline  for  disbursement of money.  Deogarh district has disbursed Rs.1,27,000.00 to  only 14 Small Depositors. 

F.   The question comes, if the Finance Department  has released  the money to all  districts  for  disbursement  to Small Depositors, what  was the problem  to provide me  the same  information as  sought for under RTI Act. The Finance Dept. still  maintains secrecy about  disbursement  of the money  to Small Depositors.

G.   Just  releasing  Rs. 3 crores, the State Govt. made a big hala gola  that  disbursement  started  to Chit Fund depositors which  is not  fact

I make fervent Appeal  to all  to  use  RTI  to verify  authenticity of  any information   disseminated  by Odisha bureaucracy which is most  corrupt system and infamous in Odisha.
