Funding  arrangement  for  Biju Yuva Vahini

The BYV   was introduced by the Department of Sports and Youth Services (DSYS) Government of Odisha with the Cabinet’s approval on 14th March 2018. The  objective  of the    scheme  is promote leadership  and spirit  of volunteerism  among the youths  through  social action at GP and ULB level. While  looking  at the website  of the  BYV,  it was found   absence  of  budgetary  allocation  by State Govt.  for various  activities  under  this scheme.  Then RTI Application  dt. 15.11.18 was  filed   to  the PIO, Department  of Youth Affairs and sports  seeking detail sof  information about  budgetary   provision,  allocation of fund to different  district , details of expenditure  made for  various programme.  The information supplied by the PIO  is as follows.

A.         The  total budget provision for  Biju Yuva Vahini is  Rs. 450.49 crore  for 3 years.  The  details is      as follows.

Till 3td January, 2019, an amount of Rs. 8,05,66,827.00  has been sanctioned  for salary, travel and other  expenses  of  DPMU personnel  at district level

D.       Though   information about details of expenses  made for “Mu Hero”   organized at State  level, the PIO  has declined  to provide  the same  on the  ground  of non-settlement  of account.  But this  is not  ground  for  denial of  information under RTI Act.  This  information has been deliberately  kept  secret, as there is some irregularities  in it.

N.B.- This  information is put  in public domain  in order  to help  the  people  to monitor  how the  fund is utilized  and how  the society  gets benefitted.  As  corruption, misappropriation of  public fund   is the main agenda  of this Nabin Patnaik govt.  RTI  needs  to be extensively used  to  expose  it  in the greater interest  of the  state.   Most of the  recent schemes framed   by this  Govt. is  not  for  development  of the state  rather  to woo  voters  through  false  promise  and cover up wrongdoings  of the Govt.
