False information
disseminated by State Govt. in Media about disbursement of money to duped Chit
Fund Depositors in Odisha
(Dissemination of False Information by Govt. of Odisha-2)
Dear friends
A few
months back, a news was covered
by media that the State
Govt. has started disbursing money
to Chit Fund depositors whose
money was looted by Chit
Fund Companies. It is 40,000 crore Chit
Fund scam engineered by Nabin Patnaik Govt. This is one of major scams
ever history of Odisha witnessed.
Having gone through
the news RTI Application was submitted
by Pradip Pradhan and Sanjukta
Panigarhi to Department
of Home and Finance Department,
Govt. of Odisha seeking the
following information by
Dec.2018.

Information
about total no. of Chit fund depositors identified by the Govt. in the state
( district-wise) .
·
List of
Chit fund depositors who have been returned back money By the Govt. as per the
following format

The RTI Application submitted to the
PIO , Department of Home on 4.1.19 was
transferred to Dept. of Finance
to provide information. On 24.1.19, the PIO, Department
of Finance has responded that “ as the information
sought for are related to
the matters pending before
hon’ble Commission of Inquiry, Hon’ble Designated Court, CBI
and CID-CB , Odisha , supply of the same is prohibited under the law.”
Analysis of the order of PIO
1.
The PIO
should have referred the
particular section of the RTI
Act i.e,
the ground of rejection of RTI
Act. But the PIO has not
done it.
2. In fact, we
have not sought the
information about status or
progress of inquiry into Chit Fund scam which is not
disclosable under section 8 (1)(h) of the RTI Act ( Information which would
impede the process of investigation or apprehension or prosecution of offenders can not be disclosed).
3. The
information sought for about
name of the depositors who have
been disbursed money
as claimed by Govt. and from which source, the money was
sanctioned for disbursement. It
does not at all come under
exempted category.
4. As no
depositors have been given
money, the Govt. has tried to deceive
the people by spreading false information in media which was exposed under RTI Act .
In our earlier expose, we have brought
to public domain about spread
of false information by State Govt. in media that is “ Odisha supplying
food-grains to different
states under PDS and occupied
3rd position at national
level.” This is all rubbish
which was exposed under RTI.
