Fund allocation and Utilisation under BPJY and IAY/PMAY-G

  • ·         Information prepared and  provided by the PIO has been made to be confused.
  • ·        Difficult to understand  how much fund is really budgeted  under BPGY.
  • ·        Two Schemes were amalgamated to project construction of all  houses  under BPGY ignoring Central Schemes and giving all credits to State Govt.  , though allocation and utilization of  fund under BPGY is very less.
  • ·        Declaration of the Govt for construction of  highest number of houses under BPJY  prior to 2019 election was  made by bringing  all funds under BPGY, ignoring allocation  of Central fund  and  construction of houses under PMAY. 
  •  Central Scheme was manipulated and amalgamated with state scheme to take all credits for providing houses to the poor and accordingly propaganda was organised to get votes for election-2019.

On 21.5.20., RTI Application was submitted to the PIO, Dept. of Panchayat Raj , Govt. of Odisha  seeking information about  details of  fund  sanctioned  and utilized  for Biju Pucca Ghara Yojana and IAY/PMAY-G. On 21.6.20., the PIO provided  the  following information.

FIR  filed  against  BMC Commissioner  for  violating COVID Guideline

Bhubaneswar:7.7.20,  Mrs. Sanjukta Panigrahi, Social Activist and member of  Civil Society  filed  FIR in Capital police station  against Sri Premchand  Choudhur, BMC Commissioner  for  violating  COVID guidelines  of the Govt.  She has stated  that  the  Govt.  has  restricted  public  gathering, public movement, public transport   during COVID shotdown   in Bhubaneswar  in  every  Saturday  and sun day  of  a month in   as per  COVID guideline.  But Mr. Premachand Choudhury , BMC Commissioner conducted  series  of interaction  and  meeting  with  senior  citizens in different  places by ensuring their  gatherings  in different  parks  of Bhubaneswar. As  the senior  citizens are  quite  vulnerable, the  hon’ble  Chief Minister  has  advised  them  not  to  come out  from their  homes  and stay  safe. But astonishingly, Mr.  Choudhury who has been  appointed  to  enforce  and monitor  COVID guidelines in order  to contain spread of Corona Virus,  blatantly  violated  Govt.  guideline during shot down and posed serious threat for spreading of the COVID -19 virus and endangered public life mostly life of senior citizens. Any kind of gathering / congregation of more than seven persons  are strictly prohibited  as per clause 8 ( e ) of  the Govt. order, stated  in FIR.

Smt. Panigrahi  has requested  the  police  to conduct an inquiry   and   take legal action against  him. 

Along with Smt. Panigrahi,  Sri pradip Pradhan, srikant Pakal, sudhir Mohanty and Pratap sahu  were  present  there.

On 14.5.20.,  RTI  Application  was  submitted  to the PIO, office  of Odisha Mining  Corporation, Odisha, Bhubaneswar  seeking  information about  creation of CSR Fund and its utilization since 2014  and  fund  donation to the  Chief Minister Relief Fund. On 26.6.20.,  the PIO supplied  the  following  information.

As per section 135 of the  Companies Act, 2013,  OMC developed  a Policy  on Corporate Social responsibility  in 2014  which  was approved  by Board  in its  406th meeting held  on 30.6.14. It  was created  with  the objectives  to take  care  of the socio-economic  well-being of the local  people  and environment protection  even after  closure  of the mines, eradicate poverty and hunger,  creation of  employment, ensuring environmental sustainability  etc. The  details    of CSR Fund marked  and utilized  is as follows.
