Huge amount Paid  to Media  for Govt. sponsored  advertisement

·         In 2018-19, the year  of General Election,  Govt. of Odisha  has spent  Rs. 225 crore  for  publication of advertisement  in Print and Electronic Media which  is 6  times higher  of previous year ( Rs. 41 crore)  .
·         The State  Govt. has  deliberately kept budget  for advertisement ( 2018-19) on higher side  to gain chief popularity and woo voters  by  using media  through  paid advertisement.  Nabin Patnaik Govt. succeeded  in winning election  through media propaganda.
·         As  the election  got over, the State  Govt. drastically  reduced  budgetary provision for media advertisement  limiting to just Rs. 36 crore in 2019-20 .
·         In 2019-20, Samaj  has been given  Rs. 21 crore ( 60% of the total budget  for media)  highest in comparison to both print  and electronic media , the reason is best  known to Govt.
·         There  is some  mismatch of data provided  by PIO. While  the  total budget expenditure  for advertisement  in Electronic media is  Rs. 126 crore in 2018-19( Table-1),  But   the list of Electronics media  given  money  for advertisement  shows  disbursement  of Rs. 62 crore. This  discrepancy needs to  be cross-checked.
·         In 2018-19, Zee Odisha  was given Rs. 11 crore  towards advertisement  which  is highest  payments among all electronics media. Reason may  be its  one-sided campaign  to glorify  Sri  Nabin Patnaik across the state.

To give better  clarity  to readers how  this Govt.  survives on systematic managed media propaganda glorifying Nabin Patnaik, Chief Minister , Odisha  and highlighting his  scheme and programme  like Kalia Yojana, Biju Swasthya Kalyan Yojana, PEETHA Yojana, Biju BAHINI, Biju Pucca Gruha Yojana (  all Fake  and false schemes), RTI Application was  filed  to the PIO, Dept. of Information and Public Relation seeking  details  of budget  and expenditure for advertisement published  in media  of three  years . The objective  was  to give  3 years  analysis  of budgetary allocation and expenses  for advertisement. Forget  whether  the state  or  the people  has been  benefitted, but Media   house been greatly benefitted by Govt. sponsored media  campaign  about  Nabin patnaik Govt. which  has  misled  the people  to some extent.  The  Details of  information provided  by the PIO dated 19.12.19 is as follows.

On 29.6.18, a band of  hooligans engaged  by former Corporator, Saheed Nagar of Bhubaneswar Municipal Corporation( BMC)  attacked  in night at 1 o’clock  Mrs. Ranjulata Mohapatra, ( M-9439393791) Woman Activist  and leading Slum-dwellers’ movement  for land rights in Bhubaneswar  in her home  using abusive language  and hackling her.  On 30.6.18.,  Smt. Mohapatra  filed an FIR  in Saheed Nagar police station  and  the police  registered  the case  No. 298/2018  under section 509/506/294/34 IPC.  But  nobody  was arrested by the police. Finding no justice from the police, then Smt. Mohapatra   approached to Odisha Human Rights and filed  a complaint against the inaction of the police. After  one year, on the basis  of police report, OHRC disposed  the case in November, 2019.

Then, Ranjulata Mohaptra filed RTI in  October , 2019  seeking details of  information about status  of her  case in Saheed Nagar police station.  On 8.12.19., the PIO has supplied  the  following  information  which exposed  how  police neglected  and suppressed  inquiry on heinous  crimes  and  extended  support to criminals.

a.    The IIC, Saheed Nagar reported that not a single person has been arrested  in Saheed Nagar PS Case No. 298/18.  Though one  and half year passed, the police  has not been able  to trace our  criminals  involved  in the incident  which  is  just  5 kms distance  from Saheed Nagar police stations.

b.   The IIC has further stated that the case is  still  under investigation. It  is astonishing  that  how the  police  could not  complete investigation within  one and half year. Forget  the fate  of woman victim.  This  5T  ( Mo Sarkar)  of Nabin patnaik  Govt.

c.    RTI query was also made to understand no. of FIRs lodged, no. of cases  in which investigation completed. The reply  is  horrible. This  information is  presented  below.
