·         Huge Misuse of Public Money by bureaucrats for their comfort and luxury in Odisha,  a poorest  state  in the country.
·         Rs. 70   lakhs spent within 6 months  for  renovation of quarter ( Qr.No. 4R/1) in Rourkela City by Rasmita Panda, IAS , the then   Vice- Chairperson of  Rourkela Development Authority ( RDA),  Commissioner  of  Rourkela Municipal Corporation, CEO, Rourkela Smart City Authority , presently Collector of Sundargarh district .
·         No Open tender was called for.
·         Each Project cost  was deliberately kept below Rs. 5 lakh to avoid tender process.
·         Notice  for work  was  just hosted  in notice board in different dates.

RTI Application was submitted to the PIO, office of Rourkela Development Authority ( RDA), Rourkela  seeking  information about  details of expenditure made  for repair and renovation of  Govt.  Qr. No. 4R/1 located in Uditnagar area  which was allotted to Vice-Chairperson of RDA. On 18.12.18., the PIO supplied  the  information  which is as follows. The total  expenditure   Rs. 68,57,950.42 has been made  out of RDA  Fund from April to August,2018.

Rs. 20 crores foreign Fund contributed for KISS Tribal School within 10 years


Huge Foreign Fund of Public of foreign Countries for KIIT, KISS and KRCT

Within last 10 years, a sum of Rs. 20 crores  received  as foreign contribution  by KIIT, KISS, KRCT.
Dear  friends
Earlier in many times,  I have pointed  out  that KIIT ( Kalinga Institute  of  Industrial Technology) , KISS( Kalinga Institute  of  Social Science)   is  managed  and funded  by  public  in form of  Govt. fund  and  foreign fund  supported  by  the  people  of  foreign countries. So, as  it is  public  fund, it  must  be open  for  public scrutiny / public audit and  these  Institutions  must come  under ambit  of RTI Act. So that  utmost  transparency  and  accountability  can be enforced  in better management  and greater  interest  of  tribal children.  The  public  has also  right  to see  how their  fund  being properly  utilized  or not under RTI. But  the  authority  of KIIT and KISS  has been  repeatedly  denying  the  information under RTI Act.

 Finding  repeated  denial of  information from KISS and KIIT, RTI Application was  filed  to  the CPIO, Ministry of  Home affairs, Govt. of India  seeking  information about  details of  foreign  fund  received by KISS and KIIT  from 2007-18 ( year-wise).  At  first the CPIO  denied  to  provide  the information. However, after direction of Central Information Commission,  the CPIO  has supplied the  information  on 12.6.19.  In the meantime, from  the  information supplied by the CPIO, it  was discovered  that  Sri Achyut Samant  has  another NGO  called Kalinga Relief  and Charitable Trust ( KRCT)  registered  under FCR Act.  Under KCRT, Tribal  School was being managed  and foreign fund was mobilized  for  the  school. But  from 2014-15, KISS entered  into  picture  and foreign  contribution was made  to KISS.

No Action Taken by Chief Secretary, Odisha against errant officials on Governor's Chartered Flight issue



No  Action Taken  by  Chief  Secretary, Odisha   against errant officials who humiliated and maligned image  of   Governor’s office on  Chartered Flight issue.

File  relating  to seeking Government’s order   is gathering  dust  in the  Chief Minister’s office since months together, exposed  under RTI.

In the first week of July, 2018, paid media of Odisha highlighted   expenditure of  Rs. 44 lakhs towards hiring special chartered  flight  for  visit of Hon’ble Governor from Bhubaneswar to his home town Sirsa of Harayana. This news was deliberately given  to press by corrupt bureaucrats associated  with Chief Minister’s office  to  downgrade   image of His excellency  publicly. However after strong reaction from Governor’s house ,  Dr.A.P.Padhi, Chief Secretary  personally met Governor, Odisha in Raj Bhawan  and  expressed deep regret at  the manner  in which   the letter  was issued to Governor’s office after  state Government received a bill of Rs. 46 lakh  as part of Governor’s flying expenses and assured  Hon’ble Governor that stringent action would be taken against all responsible for  this miscommunication.

It needs to be mentioned here that 0n 4.7.18,    Smt. Indira Behera, OAS, Deputy Secretary to Government, GA Dept.  wrote a letter No. GAD-AV-RES-0004-2017- 18773/Gen.  to Special Secretary to Hon’ble Governor, Odisha  seeking necessary use/s certificate  that the Aircraft has been used.  In this  letter, she mentioned that  “ it may kindly intimated  the reason  and circumstances  for hiring of a helicopter for use of  Hon’ble Governor  and deviation in the approved schedule of the flight and whether approval of the  competent authority has been taken for the purpose or not”.  This letter generated sharp reaction from Governor’s office for which Chief Secretary personally met Hon’ble Governor , begged apology  and assured  him to take action against the concerned official.


Keeping it  in view, RTI Application dated 7.9.18.  was filed  to  the Department  of General Administration, Govt. of Odisha  seeking  information about    “  details of stringent  action taken  against  the officers  responsible for miscommunication with Office of Governor, Odisha  in respect of his visit  to his home town  by Chartered flight including copy of the decision and file noting”. The PIO ( Civil Aviation) responded  that  “at present the file  has been sent  for Government order  and is yet to returned back”.

Then  on  18.2.19., RTI was  filed  to the PIO, Department  of General Administration seeking  information about Date  of transmission of the file  to authority for Govt. orders in connection with     Action taken against all responsible  for miscommunication with Office of Governor, Odisha  in respect of his visit  to his home town  by Chartered flight”. The PIO  did  not  respond  anything. However, the case  which has been  filed against PIO  is pending in the office of Odisha  Information Commission for  hearing and orders.

It  shows how Odisha Government  is reluctant  to take  action  against errant officials  who tarnished image  of  His Excellency  by questioning  use of  helicaptor  from Harayana to Sisra. Because, it  was  conscious decision  of  Odisha bureaucracy to humiliate   and denigrade Governor’s House. Govt.  must clarify publicly   when and what action  will be taken  against errant  officials  in connection  of it or  it was  simply  false assurance  given  to Hon’ble  Governor  by Chief Secretary.
