Investment of Rs. 15000 crores of OMBADC fund has not been reflected in Odisha Chief Secretary’s Review meeting held on 16.9.20
Only Rs. 16 crores available in OMBADC account out of Rs. 16,562.27 crores, information obtained under RTI .

As reported in media to day ( 17.9.20) , Chief Secretary Asit Tripathy reviewed sanction and utilization of OMBADC Fund and directed all departments to complete projects sanctioned under OMBADC ( Odisha Mineral Bearing Area Development Corporation ) within scheduled time limit. The press release carries a lot of information except investment of Rs. 15,022.82 crore in some other places which has not been disclosed by the authority of OMBADC under RTI Act.
In fact, Srikant Pakal, RTI Activist of Cuttack district ( M-9338455092) had filed RTI to the PIO, office of OMBADC, Govt. of Odisha, Bhubaneswar ( presently functioning in Aranya Bhawan) seeking information about (a) Article of Association, Memorandum of Association, Date of Registration of OMBADC, ( b) present available of fund in OMBADC till 31st December, 2019 , ( c ) Details of fund transferred to different districts , details of payments made to different agencies on various works till December, 2019 , (d) Details of fund deposited in the account of OMBADC with date of deposit etc.
The Reply of the PIO (information provided) on dated 28th August, 2020 is as follows.
1. OMBADC (Odisha Mineral Bearing Area Development Corporation) was registered on December, 2014 under the Companies Act, 2013.

On another RTI query, the PIO, Director of Mines, Govt. of Odisha has provided information dated 31.1.20 list of Mining lease holders with address who paid compensatory penalty as per order of Supreme Court during 2017, amount paid each of them with date of payments. The details of information is available in the following link. A total amount of Rs. 15326,63,88,256 has been collected as compensation and penalty as per direction of the Supreme Court.

3. OMBADC was constituted in 2014 with contribution from the Mining lease holders for the amount paid by them against diversion of forest land for mining purpose. As per order of Supreme Court on August 2,2017, the Mining lease holders have paid penalty for illegal mining which has been deposited in OMBADC.
As per press release made from the Chief Secretary’s office ( reported in media TOI dt. 17.9.20) , the Projects worth Rs.1080.92 crore has so far been sanctioned under OMBADC in sectors like housing, drinking water, skill development etc. Counter to this press release, it was found that as per RTI information provided from the office of OMBADC dt. 28.8.20, total amount of Rs. 1143.11 crore has already been released to different line departments which is as follows in details.

But the news ( published in Prameya dt. 17.9.20) which quotes press release of Chief Secretary, It is stated that total amount of Rs. 1081 crore has been utilized from CAMPA Fund. However, as per RTI information provided from the office of OMBADC in respect of Availability and release of Ad hoc CAMPA Fund is as follows.
