Shri Naveen Patnaik, MLA and Chief Minister of Odisha loves to read
only Collected Works of Mahatma Gandhi, exposed through RTI
Shri Naveen  Patnaik, MLA 
has taken only few  books on
Collected  Works of Mahatma Gandhi   in the month of  Feb. and March 2012  within period of 10 years of his tenure as
Chief Minister of Odisha from the  Odisha
Legislative Assembly Library,   the information
provided  by  PIO, Odisha Legislative Assembly  in response to RTI query  on 1.7.15. 
RTI Application was
submitted  to the PIO, Office of OLA   to get the information about use of Library
by the MLAs of Odisha from the period of 2004-2014.
It deserves to be mentioned here that 
Library  has been set up in
Assembly   to provide an opportunity
to  the MLAs, MPs, former MLAs and MPs to
get the books , reports, periodicals, records etc. for their study  and research, enrich  their 
knowledge  about  laws, policies, Manuals,  assembly deliberation, Odisha History,
culture, linguistic movement, Laws and regulations, women and crime, Indian
Constitutions, administration, Land reform etc. The objective behind setting of
library is to give inputs to the MLAs to make them efficient, knowledgeable and
dynamic policy makers in the state. 
As per norms fixed by Library,
MLAs are required to make requisition of the books, periodicals, reports etc.  and take it for their study. Permission is
also granted by Secretary, OLA  to the
staff of  the members of the
assembly  and bonafide  research 
scholar   for use of library, if
he is satisfied  that  a particular person  is actually 
required to assist  a member  for collecting  the  information 
which may help him  in the
efficient discharge  of his duties  as a member.      
RTI Query  was made 
to have an idea  how many MLAs  have really
used  Library  and taken books, reports, records, materials   for their study,  discussion 
or deliberation  on different
issues, policy matters  in assembly  or outside assembly.  It  is
widely felt  that  the performance  of the 
MLAs are  very poor  and kind of deliberation and  discussion 
in assembly  witnessed  very  low standard. The participation of the MLAs in
the debate   on Laws and policies   in the assembly is not encouraging. 
The information obtained
through RTI exposes that   48 out of 147 MLAs have used library and obtained books
from Library within last ten years. It means 99 MLAs
have never taken any books, reports, periodicals from Library.

 Comments- 
A.     Shri
Naveen Patnaik has taken only Books on Collected Works of Mahatma Gandhi. It
means he does not like to read any reports, documents on laws, policies,
Manuals or  he might be well-versed with
these laws and policies like forest law, land related laws,  assembly deliberations,
socio-economic-cultural history of Odisha. He might have enriched his knowledge
and getting prepared to be guided by philosophy of  Mahatma Gandhi.    But  we hardly see it being reflected  in his career. 
B.      It  has come to my notice that   the 
books, reports  taken from Library
by MLAs  are  not 
for them  to read  but 
for others  or relatives  on request. 
C.      However,
