Who has funded for establishment of  five new Medical  Colleges  in Odisha


The State Govt.  takes much   credit  and advertises outstanding  achievement  for   setting up  5 new medical  colleges  in Odisha.  The common impression is that Govt. of Odisha  out  of its own budget  has set up  new medical  colleges  in the state.  To get real picture about  budgetary allocation of fund for   establishment of new medical  colleges  in Odisha , RTI Application was  filed  to the Ministry of Health and Family , Govt.  of India  whether  the Central Govt. has  made  any  funding support  for  setting up these  5 new  medical  colleges  in Odisha. On 2.2.19, the CPIO has  provided the  following  information.

A.       The Ministry administers a Centrally Sponsored Scheme namely “establishment of new medical colleges attached with existing district / referral hospitals. Under  this  scheme, five  districts  in Odisha  namely Balasore, Bolangir, Koraput , Baripada ( Mayurbhanj)  and Puri  have been approved  to establish  new medical colleges .

B.      Funds to the tune of Rs. 558.60 cr.  have been released  to the State Govt.  for establishment  of new medical colleges  as per table  below.

C.    The  Five medical  College  have been set up   under  the  Centrally sponsored scheme of “ Establishment  of new Medical  Colleges attached with existing  district/ referral  hospitals”  having more  than 200 bed strength  in identified  districts  within 10 mks  of the  district/ referral hospital  selected  for establishing  the medical colleges  as required  by the existing MCI regulations.

D.   Regarding  funding arrangement, 75% of the cost  of these  colleges  would be met  by the Central  Govt.  and the states are  expected  to meet  the remaining  25% of the cost. The per unit cost for establishment  of medical colleges  has been estimated  at Rs. 189 crores.

E.    RTI Application was also filed  to  different  districts  to  get  information about  details of expenses  made  for  construction of   building  and development of infrastructure for newly created  Govt. Medical  college. On 5.12.18, the  PIO, office of  the Executive engineer ( R&B), Bolangir  Division  has  provided that  total amount of Rs. 27.047  crore has  been spent  for  Bolangir Medical  College.  On 19.12.18,  the PIO, office of  the Executive Engineer, Koraput ( R&B) Division  has provided that  a tune of Rs. 187.25 crore  has been spent  for  construction and creation  of infrastructure for Koraput Medical college and Hospital.

·         Total amount  of  Rs. 50 crores  spent  for construction of KRISHI BHAWAN
·          Rs. 9 crore spent  from Tribal Sub-plan scheme for  this  building.
·         Rs. 6 crores of Central Fund  utilized  for  construction of  this building.
·         Rs. 9.31 crore  spent  from Krishi Karman Award

Dear friends
On 20.9.18, while  dedicating  Krishi Bhawan ( new Building  constructed by Govt. of Odisha in which Department of Agriculture  is functioning)  for farmers  of the state , Sri Nabin Patnaik , Chief Minister  said that  this  building  had been  constructed out  of   money  received  from Krishi Karman Award  by Govt. of Odisha ( news published in Samaj  on 21.9.18  is  attached  for reference  of the readers ) . He  also  said  that  the State  Govt has received  Rs. 17  crores  from Krishi Karman Award . But RTI query dated 31.1.19   says  that  the State  Govt. has  received just Rs. 14  crore  from Krishi Karman Award.

Then after , on 22.9.18.,  RTI  application was  filed  to the PIO, Dept. of Agriculture, Govt. of Odisha  seeking  information about  details of  budgetary  allocation  made  for  construction of Krishi Bhawan  and details of Krishi Karman  award  money  used  for  this  building and  copy of text of speech  of Chief Minister. It  deserves  to  mention here that   information  about  text of Speech of Chief Minister  was sought  to  verify  whether  the news   covered  statement  of Chief Minister is true or not.   Though the PIO, Directorate of Agriculture  and food Production  supplied  about  details of  fund spent  but  declined  to give  details of   fund  received  from Krishi Karman Award. On 12.10.18., Sri Bishnu Prasad Mishra, Deputy Secretary, office of Chief Minister   provided that “the text of Chief Minister  has already  been published  in the newspaper.  So there is no need to supply  it”.  So  it is authenticated  that the news  published  in newspaper  is  based on fact and  has  rightfully  carried  the  written speech  of Chief Minister.

The whole  episode left me confused  Out  of  curiosity  and to remove  confusion  from my mind  to know the exact  amount  received  by State Govt.  from Krishi Karman Award   out of which  such a high-profile  palatial building  has been constructed,  I filed  another RTI Application  to the PIO , Department of Agriculture  seeking  information about details of  money  received  from Krushi Karman Award  and  amount spent  for  construction of Krishi Bhawan.  On 4.2.19. the PIO, Directorate  of Agriculture and Food Production , Bhubaneswar  has  supplied  the  following information about  details of  budgetary provision  for Krishi Bhawan award.

Memorandum submitted to   Director, CBI for early completion of CBI Inquiry into Chit Fund Scam and Arrest of  Chit Fund Scamsters in Odisha  

 On 6.2.19,   the concerned citizens, social activists and members of various social action groups, Odisha     conducted  demonstration in front of CBI  Regional  Office, Bhubaneswar   demanding  to revamp  CBI investigation into multi-crore  chit  fund scam  in Odisha  and immediate arrest  of all  scamsters  of Biju Janata Dal.  They  also  demanded  interrogation  of  Chief Minister  who  is the main culprit  behind the scam.

 In  2014, while disposing WRIT PETITON (CIVIL) NO.413 OF 2013, the hon’ble Supreme Court had directed CBI to investigate into multi-crore Chit Fund Scam in Odisha. In the beginning, CBI successfully conducted investigation and arrested number of powerful people including owner of Chit Fund companies like Seashore, Artha Tatwa and   MPs and MLAs of Biju Janata Dal, ruling party in the state,  former advocate general, advocates and interrogated many more  including few IAS and IPS officers. The people of Odisha were overwhelmed and wholeheartedly supported CBI against counter-strategy designed by ruling party to defame CBI inquiry.  They  reposed  their faith  on CBI  investigation. But astonishingly, the CBI inquiry turned sluggish after CBI officials questioned Saroj Sahu, who is employee in the office of Chief Minister’s residence in Nov. 2014.  Since then, CBI inquiry has taken ugly turn and came to grinding halt. The  duped  depositors of  Odisha  has expressed  their unhappiness  and  concern over  ominous silence of CBI into chit fund scam for years together.  From 2015 to 2017, the Civil Society Groups of Odisha have organized series of demonstration before CBI office demanding   to expedite investigation into this scam and give justice to the people of Odisha.

Last year,  the  internecine war  in the CBI around decision of Director of CBI to arrest Rakesh Asthana, Special Director involved in corruption has not only damaged credibility of CBI but also exposed corrupt practice and their unholy alliance with corrupt people. It is also alleged that Mr. Asthana who was in charge of CBI investigation into Chit fund scam of Odisha has come under scanner due to his association with bribe-givers.  The silence of CBI investigation of last two to three years in Odisha  has attributed possible unholy nexus of   Mr. Asthana and other CBI officials with  Chit fund culprits and   BJD politicians , bureaucrats  and IPs officers  who were all involved in chit fund scam.   Dr. Damodar Rout, former Minister of Biju Janata Dal   has publicly  alleged that there was 100 crores deal of State Govt. with  CBI officers to suppress the scam.  Mr. Asthana has helped  a few IPS officers  from Odisha  to face interrogation  late in the night  at the CBI’s regional office  to avoid media expose.  However, after  intervention of  Supreme Court,  the  internal  dispute   of  CBI  has been resolved and a new  Director  has been appointed.

In Nov, 2018, we  have organized  5-day Mass dharana (  from 26th to 30th  Nov.)  in front of CBI Regional office, Bhubaneswar and  performed Yagnya (  vedic rituals – innovative method of  campaign praying god  to destroy  all  chit fund-scamsters)  and submitted  memorandum  in this  regard.  On 13.12.18,  we  had  organized  mass  demonstration  in front  of CBI office, New Delhi  demanding  quick completion  of CBI  inquiry  and submitted  a memorandum  in this  regard.  But  astonishingly, we  have  not  received  any  response  from CBI  office.

 The way  CBI  has handled  investigation  since also  5 years    has  raised  million  dollar question   on the  credibility  of investigation  of Chit Fund scam  by CBI.  The people  of Odisha  have lost  hope  that   they  would get any justice  from it.  So , we urge   The  newly-appointed  Director  of CBI to  take immediate steps  to  arrest  all  politicians  of  BJD  whom  CBI  has already  interrogated  and  complete  inquiry into chit fund scam  at the earliest.

All Officers involved in multi-crore Mining Loot around Dankari Hill protected by Nabin Patnaik Govt., exposed under RTI

Dankari Mining loot under Dharmashala block of Jajpur district, Odisha is another multi-crore  mining loot  in Odisha. As per round estimate, Black stone worth    Rs. 4000 crore    has been looted   by BJD leaders, officers and Mining Mafias in the state.  The details of systematic loot  is presented  herewith  in chronological manner.


The  black stone mining quarry was  in operation  since last 15 years  with the  knowledge  of the  district administration.  The  Govt. have  not only  patronized  but  supported mining mafias of ruling party involved in illegal extraction of  black stone mines.  This  mining  loot  was major  source of money  to meet election expenditure  of the ruling  party.  The  details of the  officers  involved  and disciplinary  proceedings  drawn against  them  but  still no action taken against  them  is   obtained  under  RTI. It is as follows.

1.  On 6.8.16,  the Additional district Magistrate, Jajpur ( letter  No. 3314 dated 6.8.16 ) has   submitted the  memo  of evidence   for drawal of proceedings  against erring  sub-collectors     in connection with  the illegal extraction  of black stone  from Dankari  Black stone quarry and loss  of Govt. revenue  incurred  during  their  incumbency  as Sub-Collectors, Jajpur. All the   Sub-Collectors , Jajpur were  noticed to submit their  written  statement  of defence  within 30 days  of the  notice issued on 6.8.16. they are  as  follows.
a.  Sri Goutam Chandra  Nayak, Ex-Sub-Collector
b. Sri Amarendra Kumar Rath, Ex-Sub-Collector
c. Sri Sushanta Kumar  Mohanty, Ex-Sub-Collector
d. Sri Binod Chandra  Mishra, Ex-Sub-Collector
e. Sri Dhananjaya Swain, Ex-Sub-Collector
f. Sri Maheswar  Panigrahi, Ex-Sub-Collector

2. On 11.8.16,  the  Additional district Magistrate, Jajpur , with  reference to  letter no. 20430/R & D.M. dt. 4.7.16  of  Govt. in Revenue  & Disaster Management   has  submitted   memo of evidence  for drawal of proceedings  against the erring  Tahasildars of Dharmashala Tahasil   in connection with  the illegal extraction  of black stone  from Dankari  Black stone quarry and loss  of Govt.  Revenue incurred during incumbency  as Tahasildars . All the  Tahasildars  of Dharmashala Tahasil    were  noticed to submit their  written  statement  of defence  within 30 days  of the  notice issued on 11.8.16. they are  as  follows.
a. Sri Sarat Chandra Panda, Ex-Tahasildar,  
b. Sri Nirakar Samal,  Ex-Tahasildar,  
c. Sri Braja Kishor  Pattanaik,  Ex-Tahasildar,         
d. Sri Harish Chandra  Nayak,   Ex-Tahasildar,         
e. Sri Ajaya Kumar Das,   Ex-Tahasildar,         
f. Sri Ashok Kumar Behuria,    Ex-Tahasildar,         
g. Sri Dillip Kumar Bal, Ex-Tahasildar,         
h. Sri Rabindra Kumar  Sabat, Ex-Tahasildar,         
i. Sri Arun Kumar  Behera, Ex-Tahasildar,         
j. Sri Ranjan Kumar Jena, Tahasildar.

2. On 23.8.16.,  the  Additional district  Magistrate, jajpur  submitted  to the Collector, Jajpur  the  draft  proceedings  against the erring  Revenue  Inspectors  of Dankari  R.I. Circles under Dharmashala  Tahasil  in connection with  the illegal extraction  of black stone  from Dankari  Black stone quarry and loss  of Govt.  Revenue incurred during incumbency  as Revenue inspectors.  All the  Revennue  Inspectors  were  noticed to submit their  written  statement  of defence  within 30 days  of the  notice issued on 23.8.16.  They are  as follows.
a. Sri Sankarsan Satapathy, Ex-R.I. ( Retd.)
b. Sri Maheswar panda, Ex-R.I.( In-charge)
c.  Sri Dasarathi Rout, Ex-R.I.
d. Sri Padmanav Panda, Ex-R.I.( In-Charge)

 Since  then, no action  was taken  against  these officers .  They    are  protected     by State  Govt.  This Dankari  Mining loot  is  Govt.-sponsored –loot  by all the  officers   of the district against  whom  the  disciplinary  proceedings has been drawn.
